I-11 Northern Alternative Analysis, Planning, and Environmental Linkages

BEC Environmental, Inc. (BEC) was contracted by Wood Rodgers, Inc. (Wood Rodgers) to assist in the development of the Nevada Department of Transportation’s (NDOT) statewide Long-Range Transportation Plan (LRTP). BEC worked with the Wood Rodgers Team and NDOT to reach out to the rural communities to gain their insight into the local transportation needs. The Wood Rodgers Team conducted an alternatives evaluation for the next phase of the I-11 Project. This next phase identifies the potential for a north-south corridor between the city of Las Vegas with interconnection to I-80 in northern Nevada. BEC evaluated opportunities for, or constraints on, the project relating to environmental resources, land use, and land ownership/management. BEC was tasked with evaluating how the economic vitality of the region may be affected by the alternatives. BEC researched and analyzed existing data, reports, and maps to identify the following:

      • Cultural and paleontological resources
      • Habitats
      • Lands dedicated to conservation and recreation
      • Plans for local land use, federal land management, and tribal land management
      • Plants and wildlife
      • Water resources

Based on this review, BEC developed sections of the alternatives Analysis to evaluate the alternative corridor scenarios, including data tables documenting research for each evaluation criterion, a summary report, and a high-level summary matrix. BEC participated in outreach meetings to gather local input on the corridor alternatives and to collect additional data.
